Clematis 'Arctic Blue'

Medium sized, semi-double, blue flowers; outside, dense white down, inside white veins especially towards base. Staminodes numerous, up to 1 cm, white. Filaments greenish white; anthers pale yellow. Fruit-heads persistent.
